Relevant Subunits,  

As per the “Notice on the Selection of Visiting Scholars for Foreign Education Research in 2019” (CSC Selection [2019] 103) issued by China Scholarship Council (hereafter referred to as CSC), we hereby issue the notice on relevant application issues in order to select the right candidates from our university for the project: 

I. Research Topic Selection and Candidate Recommendation 

All subunits are kindly requested to propose research topics and recommend candidates to carry out the research by drawing on their own research advantages and in line with the “Key Topics for Foreign Educational Research in 2019” (see Attachment).  

II. Candidate Type and Study Duration 

1. The candidates selected will be visiting scholars;

2. The study duration will be 3 – 6 months: The start and end time of the overseas study shall be clearly specified, and the start time shall be no earlier than September 1, 2019 and no later than March 31, 2020.  

III. Support Coverage  

CSC will provide one-time round-trip international travel expenses and specified scholarships for the overseas study period. The scholarship standards and disbursing methods will be set in accordance with relevant national regulations. 

IV. Selection Criteria 

1. The candidate shall support the leadership of the Communist Party of China and the path of socialism with Chinese characteristics, love his or her motherland, have good ideological, moral and political qualities, and have no records of violations of laws and disciplines. He or she shall have both ability and political integrity, with high professionalism, a solid grasp of basic major knowledge and great development potential. He or she shall have a sense of social responsibility to serve the country and the people, and a correct worldview, and outlook on life and values.

2. The candidate shall have high research ability and a good command of the required foreign language. He or she shall have a good knowledge of the educational development and hot issues at home and abroad from the perspective of international comparison.

3. The recommended candidate shall have a professional technical title of associate professor or above. For online application, the candidate shall submit a detailed research plan. If the recommended candidate is an administrator, his or her research plan shall be consistent with his or her field of work. If the recommended candidate is a researcher, he or she, should, in principle, have had academic papers published, which are related to his or her research plan.

4. Experts or scholars who are familiar with education policies and whose policy recommendations have been adopted by the Ministry of Education before shall be prioritized in the recommendation. Administrators from educational administration departments or higher education institutions or researchers engaged in educational studies are preferred.

5. The recommended candidate shall be a regular staff member of TYUT.

6. The recommended candidate shall have obtained a formal invitation letter or a letter of intent from a foreign institution. The recommending subunit, or the recommended candidate, shall come to an agreement with the foreign institution for the study on its own.  

V. Selecting Method 

1. TYUT will select the best candidates in accordance with their research plans, and a candidate is allowed to choose 1 to 3 topics.

2. TYUT will review the qualifications of all candidates and determine the list of recommended candidates after publicity. The recommended candidates shall then log in to the Information Management System of CSC from July 15 (Monday) to 16 (Tuesday), 2020 for online registration (http://apply.csc.edu.cn), and prepare their application materials in accordance with the “Application Materials to be Submitted by Applicants and Submission Instructions” (see Attachment).

3. The Department of International Cooperation and Exchanges of the Ministry of Education will organize experts to review the eligibility of the recommended candidates and determine an admission list. 

VI. Administration and Performance Evaluation  

All subunits should attempt to improve the quality of pre-departure training, incorporate ideological and political education as well as patriotism education into the training, and strengthen the objective and process management and the performance evaluation so as to attain the goal of the research. The personnel recruited for the overseas study shall complete the required research tasks and submit their research reports to the Department of International Cooperation and Exchanges of Ministry of Education through the embassies and consulates abroad. The adoption of a research report submitted by a scholar dispatched abroad by the relevant department(s) and the role the research report plays in certain aspects of work will be regarded as an important indicator for the scholar’s performance evaluation. The embassy or consulate abroad will issue an appraisal of the research work conducted abroad by a scholar dispatched abroad based on his or her performance during the overseas mission.  

VII. Other Matters 

1. After a thorough review of all applications, the recommending subunit shall submit a copy of the original application materials (positive and negative print) to the International Cooperation Division before June 25, 2019 (Tuesday). TYUT will review the qualifications of all candidates and publicize the result in due time.

2. The applicant shall prepare, on his or her own, all the required materials in advance by filling out online the “Form of Application for the Overseas Study Program(s) of CSC” (visiting scholars) on the website of CSC and preparing materials as per the regulations of CSC, and submit the application materials on July 16 (Tuesday).
