Relevant Subunits,

As per the requirements of the “Selection Method for the 2020 Government Sponsored Overseas Study Programs for Senior Research Fellows, Visiting Scholars and Post-doctors” issued by China Scholarship Council, the application for the 2020 government sponsored overseas study programs for senior research fellows, visiting scholars and post-doctors will start on January 1, 2020. Details of the application are hereby notified as follows:

I. Candidate Type and Study Period 

The duration of overseas study for senior research fellows is 3-6 months, that for visiting scholars 3-12 months, and that for post doctors 6-24 months. 

II. Acceptance Criteria  

1. The applicant shall have good ideological and moral qualities as well as political qualities, support the leadership of the Communist Party of China and the socialist road with Chinese characteristics, and love his or her motherland. He or she shall have no record of law and discipline violations. He or she shall have both ability and political integrity, with high professionalism, a solid grasp of basic major knowledge and great development potential. He or she shall have a sense of social responsibility to serve the country and the people, and a correct worldview, and outlook on life and values. He or she shall be healthy both physically and mentally.  

2. The applicant shall be a regular employee of TYUT. Senior research fellows and visiting scholars shall have worked at TYUT for three years before being dispatched abroad, and post-doctors shall have worked for two years. The foreign institution where the applicant applies to study shall be among the top 400 universities as ranked in the Times, or among top 200 universities as per the concerned disciplinary ESI ranking or an internationally famous university which has signed strategic cooperation agreement with TYUT. Any application that does not meet the above requirements will not be accepted, and the applicant shall not be dispatched abroad. 

3. The applicant should, in principle, be leading or participating in a research project or topic, and his or her plan to study abroad should be closely integrated with the research project or topic and key work of the affiliated unit. For application, an official invitation letter from the overseas study institution shall be submitted. The applicant’s command of the required foreign language should meet the foreign language requirements for study abroad funded by China Scholarship Council and the language requirements of the destination country or institution. In case that the applicant’s command of the required foreign language at the time of application does not meet the dispatching requirements, but he or she is strongly recommended by his or her affiliated subunit, he or she is also eligible to apply, but needs to provide proofs of his or her command of the foreign language, such as the WSK/TOEFL/IELTS test transcripts of the previous years . If the applicant has passed the qualification review and been accepted, he or she shall attend the training of the required foreign language provided by training agencies designated by Ministry of Education or sit for exams such as WSK/TOEFL/IELTS etc. on his or her own. Only after the applicant meets the requirements for foreign language proficiency, can he or she be dispatched abroad. Under the same conditions, priority will be given to those whose command of the foreign language level is satisfactory at the time of application. 

4. Those who apply for senior research fellows shall meet the following conditions: The applicant shall be under 55 years of age (born after January 1, 1964) at the time of application. The teacher and researcher applicant shall be professor or PhD supervisor. Besides, he or she shall meet one of the following conditions: 

1) The backbone of a State Key Laboratory, or the Key Laboratory of the Ministry of Education, or the National Engineering (Technology) Research Center.

2) Academician of the two academies, or outstanding or leading talent of the “National Special Support Program for High-level Talents”, or special professor of Changjiang Scholars, or talent of other national-level talent programs. 

5. Those who apply for visiting scholars shall meet the following conditions: The applicant shall be under 50 years of age (born after January 1, 1969).  

6. Those who apply for post doctors shall meet the following conditions: The applicant shall be under 40 years of age (born after January 1, 1979), and an excellent in-service young teacher or researches with a Ph.D., who is engaged in teaching or scientific research. By the time of application, it shall be within 3 years from his / her graduation with a Doctor’s degree 

III. Selection Procedures 

1. Pre-registration  

1) Online registration: 

Those who meet the selection requirements shall log in to the registration system from 8:00 December 24, 2019 to 18:00 December 29, 2019 (Homepage of Taiyuan University of Technology’s Personnel and Talent Information Network - Network Service Hall - Registration for Government Sponsored Overseas Study Programs. The account name for logging in for the first time is the teacher’s work number, and the password the last six digits of the ID card. Please modify the login password in time). Please fill in the relevant information and upload a scanned copy of the original certification documents. 

2) Formal review of the candidates by the Personnel Division: The Personnel Division will conduct a formal review of the applicants’ materials before December 30. During the formal review process, inaccurate and incomplete information can be revised and supplemented as prompted by the system. Only after the formal review proves satisfactory can the application form be generated and printed online. 

3) Submission of materials: The applicant shall submit before 18:00 on January 2, 2019 a copy of the application form (positive and negative print, signed and stamped with the official seal of the affiliated subunit) and a copy of the “Recommendation Letter of the Subunit for Teacher(s) of TYUT Applying for the Overseas Study Program” (see attached template, sign and affix the official seal of the subunit) to the Teachers’ Section of the Personnel Division (Room 520 in the Main Building on Yingxi Campus), and send the Word document of the “Recommendation Letter of the Subunit for Teacher(s) of TYUT Applying for the Overseas Study Program” to the mailbox ices@tyut.edu.cn.  

2. Registration  

1) Online registration: The online registration and acceptance period of China Scholarship Council (CSC) is from January 1 to January 6, 2020. After the formal review by the Personnel Division proves satisfactory, the applicant should log in to the Scholarship Program Management Information Platform of CSC (http://apply.csc.edu.cn) for online registration within this period. 2) Submission of materials: The applicant shall submit a copy of the original application materials (positive and negative print, signed and stamped with the official seal) to the International Cooperation Division (G208, Guojiao Building) before 18:00 on January 6, 2020.
