To improve the English proficiency of the personnel to be dispatched abroad under government sponsored study abroad programs (GSSAPs) and increase the benefits brought about by these programs, the International Studies Staff Training Department of Beijing Language and Culture University (ISSTD of BLCU) directly under the Ministry of Education and Taiyuan University of Technology (TYUT) will continue to hold English training courses for GSSAPs in the autumn of 2020. Trainees who pass the standard test of the English training for GSSAPs and obtain the certificate of completion will be deemed as meeting the language requirements of the China Scholarship Council (CSC) and Shanxi Scholarship Council (SSC). Relevant matters with regard to the training are hereby notified as follows:
Ⅰ. Trainees
1. Those who have been admitted by CSC and SSC but have not yet met the foreign language requirements;
2. Those who plan to apply for study abroad programs sponsored by CSC or SSC;
3. Other personnel who need to attend the training.
Ⅱ. Trainers and Training Mode
1. Trainers include English training experts from ISSTD of BLCU and teachers with rich experience in English teaching from TYUT;
2. The training will be carried out with the teaching materials designated for the training of GSSAPs. The training syllabus and mode will be the same as those of ISSTD of BLCU.
3. To attend the training, trainees will have to be partly off their regular duty. Trainees will have to complete a total of 350 class hours. Those who are absent from the training for more than 30 class hours shall not be allowed to take the completion test.
Ⅲ. Training Time and Venue
1. Time: September 2020 to December 2020. The intensive training is tentatively scheduled for September 18-30, 2020 (a total of 13 days), and the trainers will be English language experts from ISSTD of BLCU. Afterwards, 16 hours of training courses will be arranged every week (tentatively scheduled for every Wednesday afternoon and evening and all-day Saturday), and the specific time will be notified later on.

Ⅳ. Charges
1. As per the regulations of ISSTD of BLCU, trainees are required to pay a training fee of RMB 9,380 per person (including fees for registration, teaching materials and test).
2. If a trainee cannot complete the training for any reason after the training starts, the training fee will be deducted at a rate of RMB 50 /class hour. No refund application will be accepted ten days after the training starts.
Ⅴ. Registration Time
Anyone who plans to participate in the training shall fill out the “Registration Form for the English Training Class for Government Sponsored Overseas Study Programs” and send the electronic version to1408188210@qq.com (no need to submit the paper form) before August 31, 2020.

Ⅵ. Entrance Examination
As per the requirements of CSC, training participants shall take the entrance examination organized by BLCU in Taiyuan (the specific date and location will be notified separately). The examination includes listening, reading, grammar, and vocabulary. For the examination format, please refer to the website of ISSTD of BLCU.
Admission score: a total score of 45 (including listening), with the listening score being no less than 13.
Those who have already obtained the score within the past 2 years will be exempted from the entrance examination after presenting the original transcript. Those who have obtained a total score of above 40 in PETS5, or a total score of above 5.5 (inclusive) in IELTS and listening will be exempted from the entrance examination (the way to submit the test transcripts for examination exemption will be notified separately).
Those who fail to take the entrance examination and provide the above transcripts will not be admitted.
The final admission list will be determined by ISSTD of BLCU.
Ⅶ. Training Completion Test
After the training completes, trainees shall take the standard English test for GSSAPs organized by ISSTD of BLCU at the end of December 2020. Those who pass the test will obtain a “Certificate of Completion”, which is valid for 2 years. Those who fail the test are allowed to take the English test for the ensuing semester (end of June 2021) (one make-up opportunity). Make-up test fee: RMB 400 for all subjects and RMB 100 for each subject.
