Relevant Subunits,
In order to implement the spirit of the important remarks and instructions of General Secretary Xi Jinping on “strengthening exchanges of international talents” and “telling the Chinese stories and spreading the Chinese voice”, and remember the outstanding achievements made by foreign cultural and educational experts in China, as well as the touching stories happened and deep friendships formed between them and Chinese teachers and students, the “Me and My Foreign Teacher” national essay contest has been launched under the guidance of the Foreign Expert Service Department of the Ministry of Science and Technology (MST), which is sponsored by the Foreign Talent Research Center of MST, organized by Beijing Global Talent Exchange Promotion Association and the “International Talent Exchange” magazine, and co-organized by Beijing Xuebang Education Technology Co., Ltd. TYUT will collect excellent essays to participate in the contest. Relevant matters are hereby notified as follows:
I.Eligible Participants
All students, teachers and relevant personnel of TYUT; and all foreign teachers working in TYUT
II.Contest Requirements
1.Requirements for Entries
2.The entries shall be the original works of the authors, which have not been published in any publications. The entries should be close to real life, reflect the spirit of the times, and highlight the friendship and love between foreign teachers and the authors. The authors are requested to choose a topic for their entries on any subject matters. The entries shall not be plagiarized works or contain anything that violates Chinese laws and regulations.
3.The essay contest is open to teachers, university students, and social figures from all over the country. The entries shall center around touching stories happened between the authors and their foreign teachers, and the deep friendships built between them, etc. All the entries shall be in Chinese, and the number of Chinese characters for each entry shall be between 1,000-3,000. All entries shall adopt the font of Song style; and the text shall be in size four. Authors are welcome to provide high-resolution pictures (1-3 pictures), together with a brief illustration of the pictures.
4.For each entry, please make sure to include the author’s name (full name), gender, age, his or her affiliated university, full address, postcode, and the contact details (mobile phone) of the author or those of the contact person(s) of the affiliated school or university. Otherwise the entry will be deemed invalid.
5.The entries will be divided into two groups: the university student group (including postgraduates) and the social person group (including people like teachers who are working now).

1.The Requirements for Recommending “My Favorite Foreign Teacher(s)”
2.“My Favorite Foreign Teacher(s)” as recommended shall meet the following conditions:
a.The recommended foreign teacher should be friendly to China, with a loving heart and outstanding deeds; and should have a good reputation and social influence;
b.He or she should have achieved outstanding teaching results and adopted flexible teaching methods, which are welcomed by Chinese teachers and students;
c.He or she shall hold a “Foreigner’s Work Permit” and have worked in China for more than 2 years.

1.Requirements for the Recommendation Materials
a.The recommendation materials shall be objective, true, focused and accurate, with a total of over 2,000 words;
b.Excellent videos demonstrating the foreign teacher’s art of teaching are welcome;
c.The recommending unit shall fill in the “Registration Form for ‘My Favorite Foreign Teacher’” (see attachment). Failure to do so will be deemed as invalid recommendation.
All entries and the “Registration Forms for ‘My Favorite Foreign Teacher’” shall be sent via email to the designated email address of the contest organizing committee office, i.e. wetalent@waijiao.org.cn.
(For the subject of the email, please indicate the contest group and participating unit, etc.)  
The contest organizer has the right to edit and publish the entries and recommended materials in newspapers, magazines, books, and the Internet.
III.Contest Procedures
The contest was launched in March 2019 and consists of four stages.
1.Launch Publicity and Notice Issuance – March to April 2019  
2.Issuing the contest notice to relevant departments and universities;
3.Publishing news about the contest in various media portals, including the “International Talent Exchange” magazine and WeChat etc.
1.Accepting and Displaying Submissions – May to September 2019
2.The deadline for the submission of entries is August 31, 2019. Part of the entries will be displayed on the official website and microblog of the contest. Excellent entries will be published in the “International Talent Exchange” magazine and recommended to “China Daily” and “People's Daily - Overseas Edition” at the same time.
3.The deadline for recommending “My Favorite Foreign Teacher” is September 30, 2019. The recommended candidates of “My Favorite Foreign Teacher” will be displayed on the “International Talent Exchange” magazine and the official website and microblog of the contest. Representatives of “My Favorite Foreign Teacher” will be invited to participate in the award ceremony of the contest.
4.Review and Selection – September to October 2019
The Foreign Talent Research Center of MST and the “International Talent Exchange” magazine will be responsible for establishing an expert review work group and organizing relevant experts, scholars and leaders to conduct reviews.
5.The submitted entries will first be classified into groups, and a review team will be set up for each group of entries. The review of different groups of entries will be carried out separately. The review contains three steps, i.e. preliminary review, online voting (website and WeChat official account), and expert review. Online voting accounts for 40% of the final evaluation score, and the expert reviews 60%.
6.Selection of “Excellent Organizing Unit”: The list of “Excellent Organizing Units” will be selected by evaluating the organization and promotion of the contest in various regions (including but not limited to publicities on the platforms of various units, including website, Weibo and WeChat etc., as well as their offline promotional activities etc.), the participation of the contest organized by related universities and the awards they received, and reports on the organization work submitted by various organizing units to the organizing committee office.
1.Result Disclosure, Award Ceremony and Forum – November to December 2019
The list of award-winning individuals and outstanding organizing units will be disclosed and published on the official website and the WeChat public account of the contest.
The award ceremony will be held and the 7th “Road to International Talents” forum will be opened at the same time.
IV.List of Prizes
1.Individual Awards for the Essay Contest (70 winners):
2.One special prize winner, with a reward of RMB 2,000;
3.Three first prize winners, with a reward of RMB 1,000;
4.Six second prize winners, with a reward of RMB 500;
5.Ten third prize winners, with a reward of RMB 200;
6.Fifty outstanding awards.
Winners of the above awards will receive certificates; and the personal income tax for the rewards will be withheld according to relevant national regulations. Winners of the above awards each will be given as a present one issue of the 2019 International Talent Exchange magazine. They will be recommended preferentially to participate in the study tours organized by relevant education and training institutions and visit famous overseas schools and education and training organizations to broaden their international horizons.
1.Excellent Organizing Units (100)
Excellent organizing units (EOUs) will be awarded the “Excellent Organizing Unit” certificate and given as a present one issue of the 2019 International Talent Exchange magazine. EOUs will be recommended to participate in the relevant activities of the Beijing Global Talent Exchange Promotion Association (Foreign Teachers’ Professional Committee) and the study tours organized by relevant organizations and institutions and visit famous overseas schools and education and training organizations. EOUs will be, furthermore, assisted in expanding their channel for recruiting foreign teachers, establishing connections with overseas schools, and promoting their international exchanges and cooperation.
