Relevant Subunits,

 As per the “Notice on the Selection of Visiting Scholars for Foreign Education Research in 2020” (CSC Selection [2020] 39) issued by China Scholarship Council (hereafter referred to as CSC), we hereby issue the following notice on relevant application issues so as to select the right candidates from our university for the project: 

I. Research Topic Selection and Candidate Recommendation 

All subunits are kindly requested to propose their research topics and recommend candidates to carry out the research in accordance with the “Key Topics for Foreign Educational Research in 2020” (see Attachment 1).  

II. Candidate Type and Study Duration 

1. The candidates selected will be visiting scholars;

2. The study duration will be 3 – 6 months. 

III. Support Coverage  

CSC will provide one-time round-trip international travel expenses and scholarships for the government-sponsored overseas study personnel within the support period. The scholarship standards and disbursing methods will be set in accordance with relevant national regulations. 

IV. Selection Criteria 

1. The candidate shall support the leadership of the Communist Party of China and the path of socialism with Chinese characteristics, love his or her motherland, have good ideological, moral and political qualities, and have no records of violations of laws and disciplines. He or she shall have both ability and political integrity, with high professionalism, a solid grasp of basic major knowledge and great development potential. He or she shall have a sense of social responsibility to serve the country and the people, and a correct worldview, and outlook on life and values.

2. The candidate shall have high research ability and a good command of the required foreign language. He or she shall have a good understanding of educational development and hot issues at home and abroad from the perspective of international comparison.

3. The recommended candidate shall have a professional technical title of associate professor or above, or hold a Ph.D. degree, or have an administrative position of deputy director or above. For online application, the candidate shall submit a detailed research plan. If the recommended candidate is an administrator, his or her research plan shall be consistent with his or her field of work. If the recommended person is a researcher, he or she, should, in principle, have had academic papers published, which are related to his or her research plan.

4. Experts or scholars who are familiar with education policies and whose policy recommendations have been adopted by the Ministry of Education before shall be prioritized in the recommendation. Administrators from educational administration departments or higher education institutions or researchers engaged in educational studies are preferred.

5. The recommended candidate shall be one of the regular staff of TYUT.

6. The recommended candidate shall have obtained a formal invitation letter or a letter of intent from a foreign institution. The recommending subunit, or the recommended candidate, shall come to an agreement with the foreign institution for the study on its own.  

V. Selecting Method 

1. TYUT will select the best candidates in accordance with their research plans, and a candidate is allowed to choose 1 to 2 topics.

2. After reviewing all the applications, the recommending subunits shall submit to the International Cooperation Division a copy of the original application materials (positive and negative print) and the “Recommendation Form for the Teachers of Taiyuan University of Technology to Study Abroad” (Attachment 2) before May 10, 2020. If the candidate is an administrator, he or she will also need to fill out and submit an “Approval Form for Long-term Study Abroad for Directors of Taiyuan University of Technology” (which can be downloaded from the website of the Organization Division of TYUT). TYUT will review the qualifications of all candidates and publicize the review result in due time.  

3. The selected candidates will be finally determined after review and publicity. They are then requested to log in to the Information Management System of CSC from May 11 to 18, 2020 for online registration (http://apply.csc.edu.cn). For online registration, please select “Cooperating with Industry Sector” for the project name, and “foreign education research visiting scholar project” for “Available Cooperating Channel(s)”.

4. The selected candidates shall prepare their application materials in accordance with the “Application Materials to be Submitted by Applicants and Submission Instructions” (see Attachment 1).

5. The Department of International Cooperation and Exchanges of the Ministry of Education will organize experts to review the eligibility of the recommended candidates and produce an admission list.
