Recently, the outbreak of novel coronavirus has been reported in many parts of China. General Secretary Xi Jinping has devoted much attention to the epidemic outbreak and made a series of important instructions on the planning of the epidemic prevention and control, requesting that the safety and health of the people be the top priority and efforts put in resolutely curbing the spread of the epidemic. The party committee of TYUT attaches great importance to the epidemic prevention and control and is very much concerned about the health and security of the foreign experts and teachers working at TYUT. To effectively prevent and control the novel coronavirus epidemic for the foreign experts and teachers of TYUT, we issue the following message: 

I. Reaching a common understanding and improving confidence: Epidemic prevention and control shall be taken as the most important task for now. All subunits that have employed foreign experts and teachers should enhance the “four consciousness”, firm the “four self-confidence” and achieve the “two maintenance”, identify their thoughts and actions with the important instructions of General Secretary Xi Jinping and the decision-making and deployment of Party Central Committee as well as the decisions and measures adopted by TYUT party committee and administration, attach great importance to and do a good job in the prevention and control of the novel coronavirus for foreign experts and teachers, and convey to the latter the care of TYUT and its epidemic prevention and control arrangements in order to build up their confidence and pull them together in the fight against the coronavirus epidemic. 

II. Conducting thorough investigations, making overall plans and implementing all the prevention and control measures without any reservation to eliminate hidden dangers. All subunits that have employed foreign experts and teachers should follow up with the health condition of each foreign expert or teacher in their units, implement the prevention and control measures and tasks deployed by TYUT, and relay relevant policy measures to them. As for the foreign experts and teachers who are currently in China, they should follow the message from the Foreign Affairs Office of the People’s Government of Shanxi Province to foreign nationals in Shanxi as well as relevant epidemic prevention requirements to protect themselves, arrange their work and life scientifically, and minimize their outdoor activities. As for those who plan to come to work at TYUT in the near future according to their original work plan, the employing unit should explain the current situation to them, adjust their work plan appropriately and postpone their coming to China. As for those who have to leave China in accordance with their work arrangement or who have requested to leave China in the near future, they should be provided with necessary assistance and given relevant cautions and complete the required procedures. 

III. Offering effective guidance to boost confidence and carrying out propaganda to guide foreign experts and teachers to face the epidemic positively. All subunits that have employed foreign experts and teachers should take the initiative to communicate to the latter in a timely fashion and through various ways including the Internet and telephone the planning of the Party Central Committee and the epidemic prevention and control measures of TYUT, so as to gain their understanding and support, avoid panic and stop rumors. 

IV. Improving the system, pooling the wisdoms and efforts of everyone and going all out in the fight against the coronavirus epidemic together with foreign experts and teachers. All subunits that have employed foreign experts and teachers should take timely actions, make early arrangements, and take pragmatic, caring, and in-place measures to help foreign experts and teachers solve practical difficulties and relieve their worries. Each subunit should establish an account about the epidemic prevention and control for foreign experts and teachers, promptly report to TYUT Epidemic Prevention and Control Leading Group the epidemic prevention and control situation of the foreign experts and teachers in its unit as well as major issues facing them, gather the strong positive energy that unites everybody to go all out to overcome the difficulties, so as to complete the key foreign experts and teachers related task in this special period of epidemic prevention and control. 

V. Foreign experts and teachers are kindly requested to follow the official website of the government and TYUT to obtain the latest official information about the novel coronavirus epidemic and relevant prevention and control measures of TYUT. At the same time, it is also important to follow the websites of the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Science and Technology and provincial administrative departments, to learn about important notices and the epidemic prevention and control measures for foreign experts.
