Relevant Subunits,
As per the “Notice of Shanxi Scholarship Council on Organizing the Application for Studying Abroad with Provincial Public Fund Support in 2020, and the Application by Returned Overseas Personnel for the Research Projects Supported with Provincial Public Fund in 2020” (SSC Document [2020] No.1), we hereby issue the notice on the application by returned overseas personnel of TYUT for the research projects supported with provincial public funds in 2020:
I. Project Categories
1. Humanities and Social Sciences: A total of 30 projects will be listed province-wide, with the amount of funds allocated for each project not exceeding RMB20,000;
2. Science, Engineering, Agriculture and Medical Science: A total of 150 projects will be listed province-wide, with the amount of funds allocated for each project not exceeding RMB60,000;
3. General Disciplines and Management: A total of 20 projects will be listed province-wide, with the amount of funds allocated for each project not exceeding RMB20,000.
The above planned numbers are subject to adjustment in accordance with real applications.
II. Key Support Areas
The proposed projects for the year of 2020 should center around the priority industries essential for economic and social development, major projects, cutting-edge technologies, basic research, transformational research, humanities and social sciences, as well as strategic emerging industries, high-tech industrialization, and traditional industry optimization and upgrading projects as specified in various development plans and implementation opinions such as Shanxi Educational Development, Science and Technology Innovation, Personnel System Reform, and Enterprise Technological Transformation etc.
The research projects will be prioritized with the fund support, which are relevant to the pillar industries of Shanxi Province as planned in important documents such as provincial government work reports and No. 42 Document issued by the State Council covering the “1331” and “136” key projects, the 14 iconic and leading industrial clusters, innovative ecological system, “energy revolution” and agricultural valley construction etc.
III. Acceptance Requirements
1. Applicants shall have good political quality, support the leadership of the Communist Party of China and the socialist system, love their motherland, and abide by laws;
2. Applicant shall be regular staff of TYUT who have returned from their overseas study;
3. Applicants shall be the returned overseas personnel who have been selected and sent abroad to study at the government’s expenses by either China Scholarship Council or Shanxi Provincial Overseas Personnel Administration Committee, or those who have studied, or carried out international cooperation, or pursued a degree in foreign countries through other channels. Applicants shall have stayed continuously in a foreign country for one year (or one academic year) or above and be able to provide a proof issued by a foreign university or a research institute, or the Chinese embassy in a foreign county. The priority in the selection of the applicants will be first the returned overseas personnel who had been sent abroad by the state government, then those by the provincial government, and other types of returned overseas personnel.
4. The applicant shall have good professional ethics, scientific ethics, rich working experience, strong organizational management capabilities and high academic excellence; and shall have enough time to conduct research projects;
5. Applicants shall be generally under 55 years old (born after May 31, 1965), and currently engaged in teaching, scientific research, medical treatment or technology development;
6. Applicants shall have intermediate or higher professional and technical titles, and be the responsible person of the project;
7. The returned overseas personnel who have received public fund support for their research projects before, but are applying for the support again shall, at least, meet one of the following conditions: In recent 5 years, the applicant has won a third prize or above (being among the first 3 nominees) of provincial and ministerial level scientific research achievements. In recent 5 years, the applicant has served as the responsible person of a national scientific research project. The social and economic benefits generated with the application and promotion of the applicant’s project achievements are highly acknowledged;
8. The following personnel are not eligible for applying as the project responsible persons: those who are currently studying abroad and have not returned to China; those who have applied to study abroad again for half a year or above; and those who have undertaken provincial public fund supported research projects in the name of returned overseas personnel, but have not completed their projects.
9. The following project proposals will not be accepted: the proposed research projects which have been listed by other science and technology fund programs; and the same project proposals which have been rejected twice before.
IV. Application Procedures
1. Individual Application: The applicant shall fill out the “Application Form for the Research Projects Supported by Shanxi Scholarship Council of China” (Attachment 1) and be responsible for the authenticity of the application materials.
2. Unit Review: The unit to which the applicant is affiliated shall review the qualifications, application form and proof materials submitted by the latter, and issue comments, sign and seal on the application form.
3. Material Submission: The applicant shall submit the hard copy of the “Application Form for the Research Project Supported by Shanxi Scholarship Council of China” in duplicate to the Management Section of the International Cooperation Division (Room 201, Guojiao Building, Yingxi Campus) in between 8:30 May 25 and 18:00 May 26, 2020. A scanned copy of the application materials (named after “Research Project Supported by Shanxi Scholarship Council of China + Reference Unit + Applicant Name”) shall be sent to ices@tyut.edu.cn.
V. Implementation and Management
1. After his or her proposed project is listed, the applicant shall sign the Shanxi Province Returned Overseas Personnel Research Project Agreement and implement the project in accordance with his or her research plan and the Agreement. The project undertaker shall bear all the academic and legal responsibilities related to the project.
2. Papers, books, achievement evaluations and appraisal materials etc. related to the funded project shall be marked with “Research Project Supported by Shanxi Scholarship Council of China”. Otherwise, they shall not be included in the project for acceptance review.
VI. Other Requirements
1. Units and individuals concerned should fully implement the relevant provisions of the state and Shanxi province on the listing and management of scientific research projects, and implement the related provisions of the “Administrative Measures of Shanxi Province for Supporting Returned Overseas Personnel to Undertake Scientific and Teaching Research Projects” to ensure the smooth implementation of the project.
2. All relevant units should strictly carry out reviews to ensure the accuracy of the information filled in, improve the quality of the proposed research projects, and strengthen the scrutinization of repeated applications with the same research project so as to avoid the listing and supporting of the same project by several fund programs.
3. Applicants should truthfully fill in their information and ensure that there are no disputes over intellectual property rights. Anyone who commits fraud or plagiarism etc., once verified, will be denied the right to apply within 3 years. In case that his or her proposed project has been accepted and listed, the project shall be cancelled, and the applicant’s unit shall be held accountable for its administrative responsibility.
