This is a cooperation opportunity which is not easy to come by and of great significance. The opportunity should, therefore, be firmly seized. All functional divisions and teaching units should go all out to complete their respective assignments regarding the cooperative program. Liang put forward requirements for the program implementation from five aspects: First, calculating the cost of the program, setting the enrollment fee rate, and submitting the rate to competent authority for approval as soon as possible; Second, strengthening the enrollment publicity and recruiting students strictly in accordance with the admission standards so as to ensure a high-quality and efficient enrollment; Third, improving the teaching conditions and optimizing the utilization of resources by making full use of the existing teaching facilities and integrating available resources; Fourth, introducing foreign teaching resources, strengthening the training of teachers, and improving the program operation management system; and Fifth, creating a quality Chinese-foreign cooperatively run program which focuses on the cultivation of talents and places students in the first place, and taking the long view to train talents needed for social development in the new era.
